Government Insulation Scandal: Unsafe Homes Expose Systemic Failures. Here's The Green Solution:

Insulation installed under government schemes has been found to have been of a sub-standard quality

The UK government’s home insulation schemes, ECO4 and the Great British Insulation Scheme have come under scrutiny after an audit revealed systemic and serious issues in installations. Since 2022, 65,000 households have had external wall insulation installed under these schemes, yet many are now facing poor workmanship and significant health and safety risks.

The audit, conducted by the independent organisation Trustmark, found problems ranging from incomplete paperwork to dangerous issues such as exposed insulation and poor ventilation, which could lead to damp, mould, and even structural damage. In some cases, serious safety concerns were identified, such as improperly installed wiring. This failure has led to the suspension of 39 businesses from participating in the schemes.

One particularly harrowing case is that of Tormuja Khatun from Luton, whose home was consumed by black mould and dry rot after a botched insulation job. Repairing the damage could cost over £100,000—a devastating consequence for a family simply trying to make their home more energy-efficient.

In response, Energy Consumers Minister Miatta Fahnbulleh addressed Parliament, acknowledging the severity of the failures. She assured MPs that Ofgem would contact all affected households, oversee repair work, and ensure costs are met by the installers. However, many remain sceptical, with MPs and organisations like Citizens Advice calling for urgent reforms in regulating the sector.

While the audit focused on solid wall insulation, the minister stopped short of announcing a review of other insulation types, such as cavity wall and spray foam insulation, despite calls from campaigners.

How the Green Party Would Do It Differently

The failures of these schemes highlight a deeper issue with the government’s approach to tackling fuel poverty and improving home energy efficiency. Instead of short-term fixes and poorly regulated initiatives, the Green Party believes in systemic, long-term solutions that prioritise quality, sustainability, and fairness.

Under the Green Party’s Fairer, Greener Homes Guarantee, £145 billion would be invested over 10 years to transform housing standards across the UK. This includes:

A local-authority-led retrofit programme to ensure high-quality insulation and energy efficiency improvements are carried out responsibly.
Grants for low-income households and government-backed loans for others, ensuring improvements are accessible without financial risk.
Setting strict environmental and safety standards, such as requiring all new homes to meet Passivhaus or equivalent standards, and ensuring existing homes are brought up to EPC B standards or above.
Giving renters the legal right to demand energy efficiency upgrades from landlords, helping tenants avoid unsafe or inadequate living conditions.

The Green Party also strongly opposes the scrapping of the Energy Performance Certificate (EPC) Grade C requirement for rental properties, a decision made by Rishi Sunak’s government. This roll-back is a step in the wrong direction for tackling both the climate crisis and fuel poverty.

Furthermore, the Green Party’s commitment to community-driven solutions ensures that local authorities, rather than profit-driven private companies, take the lead in managing these vital projects. This would eliminate the systemic failures seen in the ECO4 and Great British Insulation Scheme.

Looking Forward

This scandal demonstrates the consequences of poorly planned and under-regulated government initiatives. The Green Party firmly believes that home insulation should never compromise safety, health, or quality. Proper insulation not only lowers energy bills and reduces emissions but also creates homes that are warm, safe, and secure for everyone.

The government must prioritise stringent regulation, proper oversight, and meaningful investment to address the current failures and ensure the mistakes of these schemes are not repeated. The Green Party is committed to making this a reality by pushing for long-term, effective solutions that benefit both people and the planet.
